If you have a DOS version of GTA 1 or GTA 2, but you're on Windows and that old game doesn't work, then DOSbox will help you run it.

10 years after the last significant release of DOSBox, the release of DOSBox Staging 0.75 was published, the development of which was picked up by enthusiasts as part of a new project, which gathered numerous disparate patches in one place. DOSBox is a multi-platform MS-DOS environment emulator written using the SDL library and developed to run old DOS games on Linux, Windows and macOS.
DOSBox Staging is developed by a separate team and is not related to the original DOSBox, which has seen only minor changes in recent years. DOSBox Staging's goals include providing a user-friendly product, making it easier for new developers to get involved (for example, using Git instead of SVN), working to expand functionality, focusing primarily on DOS games, and supporting modern platforms. Support for modern graphics APIs has been added, including the addition of a new "texture" output mode that can run through OpenGL, Vulkan, Direct3D, or Metal.
Added support for CD-DA (Compact Disc-Digital Audio) tracks in FLAC, Opus and MP3 formats (WAV and Vorbis were previously supported).
Added correct pixel scaling mode while maintaining aspect ratio (for example, when starting a 320x200 game on a 1920x1080 screen, pixels will be scaled 4x5 to get a 1280x1000 image without blur.

Installation and use:
Just open the "exe" installer and direct the unpacking wherever you like. After that, you can make a shortcut to this program in the GTA directory. To launch the game, drag "start.bat" to the DOSbox shortcut and the game will launch.
This is the latest version of the program. It supports keyboard and mouse.
